PCHS guidance counselor arrested

Accused of embezzling more than $50,000 from cheerleading program

Pulaski County High School Guidance Counselor Angelia Paige Harrell was arrested Monday evening on three felony counts of embezzlement, according to police.

Virginia State Police Sgt. Michael Conroy said Harrell was served with the three indictments and voluntarily surrendered herself to authorities. She was released on bond.

According to Conroy, Harrell is alleged to have diverted funds from Pulaski County School System, but more specifically from funds set aside for the cheerleading program. Harrell was a head coach of the varsity cheerleading squad.

The code section under which Harrell is charged deals with the diversion of public funds by a public employee. The charges are Class 4 felonies, each of which carries a possible sentence of two to 10 years of imprisonment and a fine of up to $100,000.

The alleged embezzlements occurred between March 2010 and Oct. 2011, said Conroy.

Pulaski County Schools Superintendent Tom Brewster declined to comment on the situation Monday or on the status of Harrell’s employment due to it being a personnel matter.

You got to be kidding that Tom Brewster declined to comment on the situation Monday or on the status of Harrell’s employment due to it being a personnel matter. You mean she may get to keep her job after this ??? Thats a joke. Also how in the world can the cheerleaders raise $50,000 and what would they need that much money for?

I like how the people making these judgemental comments aren’t posting their names. I’m pretty sure unless you are a police officer or investigator you have no idea what she has or hasn’t done. I personally hope she isn’t guilty. IF she is, I am sure she is paying an even higher price right this minute than any fine or sentence she will have to serve. She has a family, and a baby. From some of these comments that I am reading, there are a lot of perfect people in Pulaski. I will be praying daily for God to bless Angie and her entire family. In case you didn’t read my name at the top of this post it is Heather O’Dell Shaffer and I graduated with Angie in 1990.

I have personally had 3 relatives cheer for the Cougars over the last ten years. Year after year these girls did their fundraisers and parents wrote checks for hundreds of dollars in hopes of getting sweatsuits, uniforms, etc. that they paid for or raised money for. Needless to say most items weren’t received and their parents went to the school and called several times and nothing was ever done. My sister cheered from 2000-2002 and rarely received any of the items she raised money for or my parents wrote checks for. My cousin didn’t receive her items last year. This has been going on for at least a decade. Why is something just now being done about this.

Dont forgive her cause she is a guidnce counselor or whatever. She is grown and knows right from wrong. She will never work in this town again. After you become a felon your life is over here!! Guarantee she isnt the only one involved and others are doing same thing in every sport.

Wow. This is really crazy. I know a lot of good people who have done dumb things. Many of them turned their lives around. Greed is a powerful thing. Hope she can turn her life around and hope the next person who thinks about doing something similar remembers this and thinks twice.

So you know this for sure Peppy. Right! Like most of the people commenting you wouldn’t know a fact if it bit you in the butt. Just so all of you know any and all checks written to the cheer program have to go through the bookkeeper and can’t be cashed period! All money that is raised through the boosters programs can’t be touched by the coaches/coordinator without approval and all money that is taken out of any school account must have a written request issued and approved by the athletic director. So before you comment on something you know nothing about and blast a person with such cruelty do some research and actually have facts to back up what you say!

Ok, so she had to request the money. Sounds to me like once that happened, whatever she requested it for was never purchased.
Which tells me two things: (1) there was no follow up procedure in place to track the money once it was requested and disbursed; and (2) since there were no receipts for these “requested” funds,it made it quite easy to invesitgate and then indict her.

Obviously, if she could prove she purchased anything cheer related with these funds, we wouldn’t be having this conversation, would we?

Thanks for the info! Makes much more sense now as to how she did it :)

I manage a HS reunion for a class from another state. Every donation – cash, check – gets a receipt. $5 or $500 – you get a receipt. I track all expenses & donations in a spreadsheet and keep all receipts.
It appears from reading these posts, that Ms Harrell was either a saint or devil depending on how an individual or their families were treated. Sounds like the courthouse will be full of spectators if/when the trial happens.

1voice..sounds like u should be called as a state witness. Not all booster programs are set up through the school. Some are seperate and just need an authorized signature I.e. PTO. Anyway if others were sharing in the funds, the investigation will uncover this unless she takes all the blame. The lack of checks and balances is appalling, for us as parents assume when we write a check to pay for our children’s stuff we assume it is subject to oversite regardless if is to PCHS or a PCHS booster account. In this case, as you put it so eloquently, it bit her in the butt! CRIME = TIME.

Isnt the term “Fall Guy” usually mean more than one? So your saying that PC Schools are setting this lady up to take “A Fall” for others whom may be involved? Conspiracy maybe? Has anyone brought this up to the poor counselor so she can in turn consult with her counselor, to turn states evidence, since she did not act alone!

You know what, this defense could work! All she has to do is provide evidence viable to your conclusion! Temporary Insanity even huh?

I agree anyone can a mistake. A mistake is $5.00 not $50,000.00. How in the world did one person take so much. I’m truly disappointed. She’s supposed to be a role model to the future of our county. I personally believe that there should be a complete audit of of monies from the beginning of her position. Also, is she not in charge of doling out scholarships?

Ms. Harrell, is a generally good woman and has a new born child, this kind of fits the timeframe l. She definitely is not on drugs. Likely trying.to secure a life for.her child, which is still no excuse if guilty. However, I help people understand how much you’ve done for the community and student and might not even be guilty yet. People often have a momentary lapse in judgement and are often wrongly accused, and found guilty in the court of public opinion long before the Constitutional hearing. I’m not defending it, if people are guilty they should be convicted. But, be careful of making assumptions without all of the facts (I.e; drugs) because once said, it cannot be removed from the brains of the public. Her in laws are one of the finest families I’ve ever known, and have them all in my prayers, as they’ve served both our country and community with integrity.

I am a former cheerleader for her. She was a very nice lady, and helped me out in the long run. She may have did it but that doesnt change my perspective on her. Nobody needs to bash her, because that could be a family member or friend of yours that could be in this situation. Maybe the big picture is that our teachers and faculty are under apprieciated. They basically live paycheck to paycheck. I feel bad for her, she’s to nice of a person to be in a jail cell. However if she did commit the crime, the yes she does need to do the time. I also think that the cheerleaders who cheered 2010 through 2011 needs to be refunded the money that we gave up. Im praying for her family , I hope everything gets settled!

With all the comments regarding “how did the cheerleaders have/raise $50,000”, I thought the record should be set straight. First of all, all monies raised by the cheer boosters (usually parents)is totally separate money not affliated with the high school. The boosters work very hard for what little money they bring in each year and 100% of that money goes back to the girls (banquet gifts, t-shirts, pom poms, headbands, meals on the road, etc.) Finally, please don’t judge the cheerleaders, booster club, parents or the PCHS Cheer Program based on this situation.
