Pepper’s Ferry may offer rebates

Jurisdictions served by Pepper’s Ferry Regional Wastewater Treatment Authority could receive up to $700,000 in total rebates through June if precipitation trends continue.
The Authority’s Board of Directors voted Thursday to implement a rebate program that most likely will result in discounts being applied to bills for the rest of the 2009-10 Fiscal Year, which ends June 30. The program reserves the right for Pepper’s Ferry to cease the rebates should drought conditions return.
Executive Director Clarke Wallcraft has been considering rebates to the jurisdictions since last fall due to high – and sometimes record – flows into the plant due to heavy rain and snow melt. However, after nearly five years of drought conditions bleeding the Authority dry, the decision was made to hold off on rebates to make sure flows would remain elevated.
Under the program Wallcraft developed, rebates will be applied to each jurisdiction’s bill based on the percentage of flow for which the jurisdiction is billed montly. For example, the Town of Pulaski generally contributes about 40 percent of the flow into the plant and is, therefore, billed for 40 percent of the treatment costs. So, under the rebate program, Pulaski would receive 40 percent of the monthly rebate.
The percentage of rebate will be calculated based on the total flows into the plant during the billing month. Under the program, jurisdictions will receive a 15 percent rebate ($303 per million gallons of flow) if total flows amount to 110 million gallons or less; 20 percent ($404/MG) for flows between 110 and 125 million gallons; 25 percent ($504/MG) for flows between 125 and 140 million gallons; and 35 percent ($708/MG) for flows over 140 million gallons.
