Penn named to town RHA

PULASKI — Pulaski Redevelopment and Housing Authority (PRHA) members wanted to select a nominee to fill a vacancy on the board, rather than have town council do it.
But Pulaski Town Attorney David Warburton says that would not be a good idea.
“Town Council shouldn’t be receiving nominees from the board” to which council is to make an appointment, Warburton said.
The vacancy came about as the result of Robert Bopp’s election to town council in May. Council members cannot serve on the RHA, so Bopp had to resign.
RHA Chairman Clark Payne asked town council to postpone making an appointment to the board for 45 days to allow it time to assess other people who may be interested in the position.
He said RHA is looking at ways to “appeal to citizens at large” to become involved in RHA programs.
Mayor Jeff Worrell said he wouldn’t be in favor of allowing the board to choose a nominee. He said town council has always made the appointments and that shouldn’t change.
“That’s my feeling, but what do the rest of you think?” he asked the rest of town council.

Newly-elected Councilman Morgan Welker said he doesn’t think Payne’s request is “unreasonable.”

However, after Warburton gave his advice, council voted 5-0 to go ahead with its original plan to appoint former Councilman Lane Penn to the seat.
